Morocco has taken a major step toward strengthening Africa’s digital economy with the launch of a national artificial intelligence roadmap branded “AI Made in Morocco,” signaling its ambition to compete globally in advanced technologies.
The roadmap was officially unveiled on Monday in Rabat during a high-level meeting convened by Moroccan authorities. It translates the recommendations adopted at the National Conference on Artificial Intelligence into an operational framework aimed at accelerating the country’s digital transformation.
Officials said Morocco’s AI strategy is built on five core pillars: technological sovereignty, public trust in digital systems, large-scale skills development, promotion of locally driven innovation, and balanced territorial development.

The approach underscores the government’s view that artificial intelligence must serve inclusive growth while reducing dependence on external technologies.
Speaking at the event, Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administrative Reform, emphasized that artificial intelligence is central to Morocco’s vision for digital sovereignty and equitable development. She noted that the country intends to position AI as a strategic tool to modernize public services and bridge regional disparities.
The minister added that Morocco aims to emerge as a regional centre of excellence in artificial intelligence and advanced sciences, guided by principles endorsed during the national AI conference held last July. These principles prioritize ethical use, innovation rooted in local realities, and collaboration across sectors.
Participants at the meeting described the initiative as a bold policy shift with the potential to extend Morocco’s technological influence beyond its borders and contribute to Africa’s broader digital competitiveness.
The event also marked the official launch of “JAZARI ROOT,” which will serve as the foundational structure for the future Al-Jazari Institutes, an initiative designed to support research, innovation, and capacity building in advanced technologies. Several members of the Moroccan government were present for the announcement.
In addition, eight partnership agreements were signed to bring together public institutions, private sector actors, and research bodies under the “Jazari” programme. Authorities also announced the creation of the “Mistral AI & MTNRA” research and development laboratory, aimed at advancing applied AI solutions.
The announcements were made during a study day organized by the Ministry of Digital Transition and Administrative Reform, focused on the role of artificial intelligence in accelerating the digitalization of public services.
The gathering brought together policymakers, technology experts, academics, and representatives from both public and private sectors, reflecting Morocco’s effort to mobilize a broad ecosystem around artificial intelligence as a strategic national priority.
