The Somali government have welcomed the strengthening of bilateral relations with Turkey as both parties on Wednesday the “Protocol of the first meeting of the Turkey-Somalia Joint Labour Commission”, as well as the 2026-2027 action plan.
The agreement, signed on Wednesday, officially brings the joint labour framework into force and marks a new phase in cooperation between the two countries.
Turkey’s Minister of Labour and Social Security, Vedat Işıkhan, and Somalia’s Minister of Labour and Social Affairs, Salim Alio Ibro, met in Ankara on Tuesday to revitalise a memorandum of understanding signed in 2016 between the two nations.
The ministers then held direct discussions, followed by a broader session involving officials from both delegations, which was led by Turkey’s labour minister. This meeting marked the inaugural sitting of the joint body established to guide labour-related cooperation between the two countries.
At the conclusion of the talks, the two sides endorsed a joint protocol alongside a two-year implementation framework for 2026-2027, identifying 15 key areas where collaboration will be prioritised. Authorities said these areas are designed to strengthen employment systems and improve labour conditions in both countries.
The agreed plan places emphasis on expanding employment opportunities, advancing skills development through vocational programmes, enhancing workplace health and safety, strengthening inspection mechanisms, and upgrading social welfare services.
It also sets out measures for coordinated management of labour mobility and the formulation of standardised employment guidelines.
Officials from both governments described the agreement as a reflection of the growing strategic partnership between Somalia and Turkey, noting that the action plan will serve as a formal structure for sustained cooperation, including the sharing of expertise, documentation, and technical support between the two ministries.
