Liberia and Monaco have opened a new chapter in bilateral relations with the formal accreditation of Liberia’s ambassador-designate to the Principality of Monaco.
During a formal ceremony, His Excellency Dr. Teeko Tozay Yorlay, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to Monaco, presented his Letters of Credence to Prince Albert II, reaffirming Liberia’s commitment to strengthening diplomatic relations and expanding cooperation between the two nations.

Ambassador Yorlay conveyed warm greetings and best wishes from President Joseph Nyuma Boakai, the Government, and the people of Liberia. He highlighted Liberia’s high regard for Monaco’s leadership in environmental protection, humanitarian action, sustainable development, and multilateral diplomacy.
Reflecting on the longstanding friendship between the two countries, Ambassador Yorlay noted that, despite the geographic distance, Liberia and Monaco have consistently supported international cooperation through multilateral institutions and global development initiatives, particularly in maritime governance, environmental sustainability, and humanitarian engagement.
He commended Monaco’s expanding international engagement and its 2026 foreign policy priorities, including its presidency of the Committee of Ministers of the Council of Europe. Yorlay also praised Monaco’s continued efforts to promote children’s rights, combat violence against women, and address organized crime through international partnerships.
Highlighting Monaco’s leadership in ocean governance and environmental innovation, he cited initiatives such as the Blue Economy and Finance Forum, support for the BBNJ Treaty on the High Seas, and collaboration through the Space4Ocean Alliance.
Ambassador Yorlay emphasized that Liberia’s ARREST Agenda for Inclusive Development – focusing on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism – aligns closely with Monaco’s priorities in sustainability, innovation, and responsible investment, creating opportunities for deeper bilateral collaboration.
He invited Monegasque investors, companies, and foundations to explore opportunities in Liberia in sectors including sustainable agriculture, eco-tourism, renewable energy, maritime services, fisheries, infrastructure, and logistics. Yorlay also underscored the importance of education and human capital development, expressing interest in strengthening cooperation with Monaco in marine sciences, environmental management, hospitality and public administration.
Ambassador Yorlay stressed the importance of building stronger partnerships between African nations and the global community to advance sustainable development and economic growth. He called on international partners to support greater regional integration and cooperation across Africa, noting that a united and economically empowered continent would foster stability, innovation, and shared prosperity worldwide.
Concluding the ceremony, Ambassador Yorlay conveyed President Boakai’s invitation to Prince Albert II to visit Liberia. The Prince welcomed the invitation, indicating that he would consider a visit in the near future – a gesture signaling a positive step toward deepening ties between the two countries.
Liberia’s diplomatic outreach goes beyond bilateral cooperation, reflecting the nation’s commitment to regional unity, global partnership, and sustainable development for the benefit of present and future generations.
